Chapter One: Introduction
1.1 Background of the Study
Voter turnout is a key indicator of electoral participation and democratic engagement. In Nigeria, disparities in voter turnout between urban and rural communities have been observed in numerous elections, with urban areas generally exhibiting higher levels of voter participation. This trend raises critical questions about the factors influencing voter turnout and the potential barriers faced by rural communities. Kano Municipal Local Government, with its large urban population and surrounding rural areas, provides an ideal case for assessing these trends. This study will explore the differences in voter turnout between urban and rural communities within Kano Municipal Local Government, focusing on factors such as socio-economic status, access to polling stations, and political awareness (Owolabi & Bakare, 2023).
1.2 Statement of the Problem
Voter turnout is an important measure of electoral legitimacy and democratic health. However, in Kano Municipal, there is a noticeable disparity between urban and rural voter turnout. This difference may be due to various socio-political, infrastructural, and psychological factors that discourage participation, especially in rural areas. This study seeks to examine the reasons behind this disparity and to understand how urban and rural communities in Kano Municipal engage differently with the electoral process (Umar & Yusufu, 2023).

The study will focus on Kano Municipal Local Government, comparing voter turnout between its urban and rural communities. While it will provide important insights into the local dynamics, the findings may not be directly applicable to other regions. Limitations include potential difficulties in accessing data from rural communities due to logistical challenges.
1.8 Operational Definition of Terms
